To clean-up, rehabilitate and restore the waters of the Manila Bay to class SB level making it fit for swimming, skin-diving and other forms of contact recreation, and to preserve it thereafter.

The Supreme Court has mandated the Department to monitor all local government units (LGUs) in Regions III, IV-A and NCR that are within the Manila Bay watershed area to perform activities in service of the six (6) outcome areas of the Operational Plan for the Manila Bay Coastal Strategy (OPMBCS) of the which focuses on the compliance to having septic tanks and wastewater treatment facilities; the implementation of R.A. No. 9003, R.A. No. 9275, R.A. No. 7279, R.A, No. 8550 as amended by R.A. No. 10654; and conduct of information, education, and communication (IEC) campaigns.

Supreme Court Decision

Manila Bay Clean-up, Rehabilitation, and Preservation Program

On December 18, 2008, the Supreme Court (SC) rendered a decision (G.R. Nos. 171947-48) ordering 13 national government agencies (NGAs), including the Department of the Interior and Local Government (DILG, the Department) to clean-up, rehabilitate and preserve the Manila Bay, and restore and maintain its waters to SB level to make it fit for swimming, skin-diving, and other forms of contact recreation.The case emanated from a complaint filed by the Concerned Residents of Manila Bay on January 29, 1999 before the Regional Trial Court (RTC) in Imus, Cavite against several government agencies, on the deteriorating state of the Manila Bay.
